Governance

HEROES brings nine institutions together through a shared governance structure that follows the principles of consensus and joint participation. This helps ensure shared ownership and consistent alignment across the alliance.

The governance includes several interconnected bodies:

  • Board of Presidents (BoP) – the highest decision-making body responsible for overall strategy and long-term direction.
  • Steering Committee (SC) – coordinates strategic objectives, prepares decisions for the BoP, and oversees implementation across all work packages.
  • Management Team (MT) – composed of work package leaders and project coordination staff, ensuring day-to-day implementation and communication.
  • Student Council – two students from each partner institution provide structured input to governance, including participation in the BoP.
  • Advisory bodies
    Local Stakeholder Networks (LSN) represent each institution’s local ecosystem of businesses, public authorities, NGOs and citizens, and provide input on local needs and challenges.– International Advisory Network (IAN) brings external experts and umbrella organisations to advise on strategy, policy and long-term development.

The governance bodies are connected through an informal network structure, supported by digital tools, ensuring continuous communication and coordinated implementation across institutions and advisory groups. 

This model allows HEROES to operate in an agile way, avoid silos, and keep decision flows clear between strategic, operational and advisory levels.
